Why do cucumbers have bumps?

Because a cucumber's bumps are part of its skin, and its defence. Many cucumber varieties grow tiny spines or raised spots on their skin, which may help protect young fruit from pests or damage. Breeding has made some cucumbers smoother, simply because people prefer them that way.
