How does a rice cooker know rice is done?

Because a rice cooker can sense the moment all its water disappears. While water is still in the pot, the temperature stays near boiling. But once the rice soaks it all up, the temperature climbs higher. A thermostat notices that jump and switches from cooking straight to keeping warm.
