Why are some airport runways built over water?

Some runways stretch over water because busy cities run out of flat land. Airports need long, flat, clear spaces, and crowded coastal cities may not have enough room on land. Building a runway on reclaimed land or a platform over shallow water can let planes take off safely without knocking down whole neighbourhoods.
