Why do some cities build roads underneath other roads?

Stacked roads let crowded cities move traffic through places where ground space is scarce. In dense cities, there may not be enough surface space for every road, rail line and footpath. Building a tunnel, underpass or lower road can separate traffic streams that would otherwise cross and jam.
