Why are road drains covered with grates instead of solid lids?

Grates let rain fall into drains while keeping people, tyres and large objects out. A road drain needs to collect water quickly, especially during storms. A solid lid would block the water, so engineers use a grate with openings. The bars are strong enough for traffic but spaced to catch leaves, rubbish or feet before they fall into the drain.
