Why do pine cones close when the air is wet?

Because layers inside each scale swell differently as moisture changes. A pine cone needs no muscles to move. Its scales hold layers of tissue that soak up water at different rates. In damp weather they bend closed to protect the seeds, while dry weather spreads them apart, helping seeds escape.
