Why is an artichoke actually a giant flower bud?

Because the part we eat is really an unopened flower bud. An artichoke is harvested before its flower ever opens. Those thick, overlapping scales are actually modified leaves, and inside sits the fuzzy choke and tender heart. Left alone, the bud would bloom into a giant purple flower.
