Why did some communities build wells as giant staircases?

Because steps let people reach water even as the underground water level changed. A stepwell is a deep water structure with flights of stairs descending toward a well or pool. During wet periods the water sits higher. In dry seasons people can walk farther down, keeping access to the same water source.
