Why do people form queues instead of crowding forward?

Because a line gives a whole group a simple, shared rule for who goes next. When many people want the same thing, pushing forward creates confusion and conflict. A queue stores the order of arrival in a visible shape everyone can see, so strangers can coordinate without needing a long discussion.
