Why did fast mail systems keep changing horses?

Because a fresh horse could maintain speed after a tired horse had reached its limit. Long-distance riders could not keep one horse galloping hard all day. Relay stations held rested animals. A rider or mail packet changed horses and continued quickly, turning many short fast journeys into one rapid route across a much greater distance.
