Why do some steep cities build outdoor escalators?

Because moving stairways can make very steep daily climbs easier and connect hillside neighbourhoods. In a steep city, a short distance on a map can hide a tiring climb. Outdoor escalators turn part of that climb into a moving route. Planners can use them where hills make walking difficult and where a normal flat street cannot simply be added.
